This kind of driving offence usually carries a fine of £60 and three penalty points.
And if someone had been injured, the 26-year-old could even have faced a jail term.
A spokesman for the Royal Society for the Prevention of Accidents, said: 'Using a mobile phone while driving is extremely dangerous and has cost numerous lives.
'Drivers are four times more likely to crash if they are on their mobiles.'

A bystander told the Sun that Kate, who has dated Prince William on and off since University, said she was 'going quite quickly.
'And you could clearly see she was on the phone.'
Last year it was made illegal to use a mobile without a hands-free kit while at the wheel of a car.
