The 16-year-old pop star was seen making out with singer Jasmine Villegas in the back seat of a Honda.
Villegas, 16, stars alongside the star in his Baby music video and she is also the opening act on his new concert tour.
According to TMZ, a Canadian tourist saw Bieber kissing the girl and shot the incriminating photos earlier this month in Venice, CA.
These photos are sure to break the hearts of millions of girls around the world who have Bieber Fever.
The pair have been rumoured to be dating for some time although they had previously said they were only 'really cool friends'.
The pair were cuddled up and kissing in the middle of a traffic jam oblivious to whoever saw them.
